Free Lot Program

The City of Hoisington's Land Bank Board has agreed to provide no less than 6 lots for residential development to interested parties.  The Land Bank provided general guidelines for development on the property.  The homes should meet the following minimum guidelines and timeframes:


The home should:

  • Include at least 1,300 square foot of living area on the main level

  • Include a full basement

  • Include at least a two car garage

  • Include a concrete driveway

  • Conform with any covenants placed on the land

The new land owner should meet the following timeframes:

  • Secure financing within 30 days of applying for the lot

  • Hire a contractor within 60 days of applying for the lot

  • Complete construction of the home within 18 months of applying for the lot

 

In order to secure a lot, interested parties are expected to complete the Free Land Program application and submit a $500 earnest deposit.  If the home is completed in compliance with the aforementioned guidelines and timeframes, the $500 will be refunded.  Please contact Jonathan Mitchell prior to sending your deposit to ensure the availability of lots through this program.

Property Tax Abatement

The governing body for the City of Hoisington has adopted an aggressive property tax exemption policy. The policy provides a 10-year, 100% tax abatement on new construction for companies creating at least 10 new jobs with an annual payroll of $250,000. In Kansas, business machinery and equipment are exempt from property tax.

 

Businesses engaged in manufacturing, distribution, or research and development and creating the required number of new jobs are eligible. An exemption may be granted by the local governing body if it is determined that additional jobs will not be created or existing jobs would not be retained unless an incentive is granted.

Neighborhood Revitalization Plan

The City of Hoisington offers property owners a ten-year incremental rebate on the increase in property tax incurred as a result of new construction/ renovation. Residential, commercial, and industrial properties are eligible for this rebate.

To be eligible, the property must be located within city limits. Residential, commercial and industrial building permits must have a minimum market value of $5,000 and improvements to the property must increase its appraised value by at least 5%. The property must also be, and remain, current on property taxes and special assessments.  An example is listed below:

Community Improvement Districts

In 2009, the Kansas Legislature enacted the Community Improvement District Act (the “CID Act”), which allows cities and counties to create districts, initiated by a petition from the property owner(s), in which special taxes are imposed and the revenue is used to fund certain public and private improvements and the payment of certain ongoing operating costs within the bounds of the district. The creation of a Community Improvement District (“CID”) is an economic development tool that can help facilitate beneficial private development and redevelopment without negatively impacting the tax base of the approving municipality.

The City of Hoisington has worked with multiple businesses and property owners to create Community Improvement Districts in Hoisington and would work with eligible entities to consider districts that help to enhance Hoisington.

E-Community Incentives

In 2011, the City of Hoisington worked with numerous partners to develop the Hoisington Area E-Community.  This program provides funding opportunities for entrepreneurs hoping to take on projects in the Hoisington area.  This area has been defined as the property within Hoisington’s Unified School District 431.   This funding program was made possible through a partnership between Network Kansas and many generous partners that purchased tax credits to provide a pool of funds that will help to provide gap financing for projects and to leverage other public funds for up to 60 percent of the unmet project needs.

Main Street Incentives

Hoisington Main Street, Inc. (HMSI) has a variety of incentives and programs in place for businesses located within the Main Street District. All created specifically for business and building owners who are looking for business assistance, rehabilitation guidance, or individuals contemplating starting or purchasing a business.

Working with Hoisington Main Street allows business and building owners to maximize their investment in their ventures to the fullest extent, and allows them to begin operations/renovations much more quickly.

HMSI’s Incentives Without Walls program, created and monitored by the Kansas Main Street Program, offers 0% loans on a 1:3 public to private match (for every $3 invested, eligible to borrow $1*).

HMSI’s Local Revolving Loan Fund, created and monitored locally, offers 1% project loans on a 3:1 public to private match (for every $1 invested, eligible to borrow $3*).

StartUp Kansas and E-Communities, a pair of funding initiatives through NetWork Kansas, offer gap financing to applicants who work with local NetWork Kansas partners to receive assistance. Financing is subject to local repayment terms, up to 60% of the unmet project need.*
